Move "By Topic" filter above "By Book" in search sidebar #27

Current Behavior

On library and search pages, the right sidebar shows filters in this order:

By Book
By Topic

Topics appear below the book list, requiring scrolling to reach them.

Expected Behavior

Reorder the sidebar filters so By Topic appears above By Book. Topics are the primary filtering dimension and should be immediately visible.

templates/library.html lines 286-332 (sidebar section)
templates/search.html (right column)

Implementation

Swap the order of the two filter sections in the template HTML.
