Description

In the Messages > New Chat form, the "Create Chat" button is enabled even when no participants have been selected. According to the source code, it should be disabled until at least one participant is added.

Steps to Reproduce

Open Communication > Messages
Click "+ New Chat"
Do not select any participants
Observe: "Create Chat" button is enabled and clickable

Expected

The "Create Chat" button should be disabled until at least one participant is selected.

Severity

Low — clicking it without participants likely produces an error, but the UX should prevent the action
