When a tester machine is provisioned, its books service should come pre loaded with the default public libraries so the assistant can ground answers immediately. The books service already supports a default repositories setting that seeds libraries on first start; the deployer should populate that setting at install time with the list of public libraries (the documentation library and the others). Please wire the deployer to set it during install.
