Follow-up to hero_collab admin panel work. Once collab admin (claims/roles/org-groups/impersonation) is merged, mirror the same components into hero_whiteboard_app. Per https://forge.ourworld.tf/lhumina_code/home/src/branch/development/meetings/instructions_whiteboard_collab.md.
