Enable flow feature in ALL_FEATURES so hero_bot (required-features =
["ai", "flow"]) is produced by the release build. flow stays gated out
of the default all-domains feature for non-CI builds.

Open build-linux and build workflows to push on any branch and any
pull_request, so CI can be validated before merge.
